I was doing my psych work and I was wondering if you can experience an Altered state of consciousness during normal waking consciousness? It doesn't really say anything in my text book about it

No. By definition an altered state of consciousness is any state of consciousness that is distinctly different from normal waking consciousness in terms of level of awareness, perception and cognition, etc etc etc, so they can't be experienced concurrently  :)
