The way VTAC offers work is that you get one CSP offer, and one fullfee offer (if you applied for any)
So if your preference list looked something like:
1. Com/Law (Monash) CSP
2. Com (Melbourne) CSP
3. Com (Monash) CSP
4. Arts (Melbourne) CSP
5. Arts (Monash) CSP
6. Com/Law (Monash) Fullfee
7. Com (Melbourne) Fullfee
And your ENTER was 99.5 (judging by previous years) you would receive an offer for Com/Law (Monash) CSP only (because your first fullfee course is a duplicate of the CSP course)
If your enter was 97 you would receive:
Com (Melbourne) CSP
Com/Law (Monash) Fullfee
etc
You will not be offered a course below your highest qualifying course; if you find that you WANT to do a course that is lower on your preference list than your ENTER, you MUST change your preferences in the change-of-preferences time as specified (usually the week after your ENTER statement will do)
