anyone know what this says.

juken is (entrance exam)

I might not have translated it correctly, since my knowledge of Japanese is limited. But for context this "exam war" refers to the intense amount of hours of studying required to pass the entrance exam into a Japanese college.

Yes, and it would probably be have been a better word to use with exam as well. But they are probably interchangeable in this manner, since a strict exam would be more severe and vice-versa.
