me thinks a govt system will be better, then there will be no profit driven incentive (or limited inventive, as we are all well aware the police especially likes money), the govt should just take over the system and run it themselves, rather than blowing tax-payers money on a useless stupid company...

What is wrong with profit-driven incentive? Almost every industry in the world is profit-driven. The problem is not greed, or a desire for profits: the problem is the natural or "technical" monopoly. I think that various public transport systems should be run by competing companies (I believe they are now: buses by SITA, trains by Connex, trams by Yarra Trams, for example.) Given there is also private transport, such as cars and taxis, there should be sufficient competition to Connex, providing a genuine threat to supplant its operations with cheaper and more effective substitutes. This should be enough to kickstart Connex into providing a more competitive service.
However, obviously something has gone wrong now. I'm not sure what it is, because I haven't researched the issue, but I do not believe that government intervention will fix the problem (because it rarely does). I believe that deregulation is a better idea. Environmentalism clearly conflicts with this, as greenies push for public transport subsidies, which just allows Connex to spend less effort and money, while still earning as much (due to subsidies).
