does anyone know two methods, other than litigation, that can be used to resolve civil wrongs?

alternative dispute resolution, tribunals (know VCAT)

I would say it would be the ADRs again, unless that can be heard in another list of the VCAT, but that wouldn't be the answer, cos we only need to know Anti-Discrim, Civil Claims and Res. Tennancis, and it doesn't fall into any of those categories, so I'd just say one of the ADRs.

EDIT: yeah, sorry. I misread the question. I thought it was a follow up question to the first one.

But isnt this question asking the type of disputes....that is, for car tampering is referred to motor car traders association......is there any others??

well then you've answered your own question. I presume (because I have never seen it mentioned anywhere) that any dispute that would classify as a small claim, but comes under the jurisdiction of a different list wouldn't be heard by the civil claims list. find another example like the one you gave and you're sweet
