2007 exam PE part worded poorly?

The school curriculum includes three hours of physical education and sport per week. This is the only physical
activity completed by the grade 4 child.
b. i. Does the child meet the National Physical Activity Guidelines for 5–12 year olds?

This is quite poorly worded. Can be taken two ways. A toal of 180 minutes of Pe and sport for the whole week in which case he dosent meet the NPAG guidelines but if it were 180minutes for each one that would be  a total of 360 minutes in that case he would be meeting the NPAG.

Does everyone agree?

No, I think it's pretty clear. "And" means both are included in the three hours. Even if the child was physically active for six hours a week they would not be meeting the guidelines anyway.

It could trick you up easily if reading it fast. But it would not be acceptable as 7 hours is the minimum. Although, the chances are that you already know that but I see your point :).

Also, even if they had reached the total of 420mins for the week, it might not be 60 minutes a day, hence not meeting the guidelines.
