why is it that an attoreny general of SA controls australias censorship of games? i dont understand this delegation of power....

Because there has to be a consensus of all the states. It isn't a majority vote thing, every state has to agree.
So in the case of Atkinson, which isn't relevant anymore, he held the power in the issue because he was the only person out of all the states' representatives who didn't agree.
Even if 6/7 states agree, it isn't enough, it has to be 7/7 or nothing can be done on the issue.

In my opinion the views that the people who don't want the R18+ law are archaic and they don't understand the benefits of a law like it. They only see the negatives.
