Scholarships/Underrep

Hey,
So it's been clarified that my school is underrep for melbourne. I've read through some oldish threads and it  seems that it is very difficult to get a scholarship with just underrep in your seas i.e. someone had underrep and an atar of 99.0.
If you're underrep does that meyou automatically qualify for the access and nation equity scholarships?
Does anyone have any friends that have gotten a scholarship with underrep if so, what atar did they get?
When do they give out scholarships? And can you only get offered one i.e. can you get one from a few different unis?
