Is it true that students studying LOTE receive an extra five marks to their study score, regardless of what they get? Something about the Gov. wanting to encourage more LOTE students?

no it just counts just as any other 3 and 4 subject, e.g. last year i did croatian got a study score of 37 scaled down to 36.6

It gets treated like any other subject. That's why didn't take French this year.

A tiny bit less than Chinese, but still scales around 8 - 9. But very hard =S

I thought the 5 extra points was already factored into the current scaling.

eg; you're saying Chinese is about 8 - 9 scaled up, it would be 3 - 4 scaled up without the "bonus" attached.
