Probably not.

With that being said there could be a slight chance if your at a top 10 selective school. Other than that I'm afraid not

Unless your 70 can get scaled to like an 85 or something which isn't unheard of but like I said this really only happens at a top 10 selective school

You should always set realistic goals and not be too over ambitious imo. Like for example how do you know your going to get a 95+(Considering your aiming for 90)for the external? Improving from 70s to such a high mark in a short amount of time is hard.

It's definitely possible but as said above depends on different factors. I wasn't at a selective school but it's top 110 and I was ranked top 10 in both subjects. The images are my internal total marks; with the lower one being English. It's hard to determine because it depends how hard your schools tasks are and how strictly they mark as well as the actual HSC exams themselves. For reference I ended up with 89 in math and 88 in english.

Overall yes it isn't super likely and a goal of 80-85 may be more realistic however it's better to just study as hard as you can and not focus on the projected marks and just see what happens.

Good luck!
