Lowered ATAR Cut-offs

My teachers have been saying that the universities are cutting down the ATAR clearly-ins this year, and I don't know if I'm imagining this, but I think I read a herald sun article online which also said that the clearly in's would be lower this year. Can anyone confirm/disprove this?
2010: Legal Studies [34]
2011: English [41] Italian [27], Further Mathematics [32], Biology[40], Chemistry[34]

They're allowing uni's to choose how many students they take in for each course rather than putting a hard cap on it.

So, in theory, more places, lower atar required (see here Re: How do uni's determine what Atar score is required for a particular course? ).

However, i really don't think it'll drop drastically, especially at the universities considered higher up/more prestigious.
