I have two kids in my Methods class who did 3/4 methods in year 11 and are repeating it. One got a 40 raw score, would I be at a disadvantage when it comes to SAC rankings?
2013: Specialist Maths [25+], Mathematical Methods [40+], Physics [35], English [30], Business Management [25]

I don't think you would be at a disadvantage. Yes they may have experienced the course and have a feel for it. Although if you are willing to put in the work, be consistent and try your best, you shouldn't be at a disadvantage.  :)

if I were to be ranked in the bottom 20%

(no matter my exam scores) would I be able to get a 25?

I would actually have no idea about that to be honest.
Do you need a 25 as pre req?

According to the statement of marks 78% of people in a subject get 25+, so you could afford to be in the bottom 20%. I think you would be better off if you aimed higher in case your SACs scale too low or if you get less marks on the exams than expected though.
2012-13: VCE at Parade College (Chemistry, English, Mathematical Methods, Physics and Specialist Mathematics).
2014-16: Bachelor of Science at La Trobe University (Mathematics and Statistics).
2017-17: Bachelor of Science (Honours) at La Trobe University (Mathematics).
2018-21: PhD at La Trobe University (Mathematics).

With a low or medium A+ in both exams, and rank 10 out of 100 in a medium cohort, what SS would I be looking at for the two scenarios?

yeah man, I'm aiming for ATLEAST top 50% of my cohort (since maths is weak for me) but thanks for telling me that statistic!
