For the sacs, i know that the rank is the important factor, but is it the average or the actual score which is more important?, ie, out of 4 sacs, say one gets 64/100 for all for sacs does the average count of the 64*4/400 or kust the 64% average
Hmm, I'm not quite sure what your asking, since generally the whole years worth of sacs adds up to 100 (eg methods) or 200 (physics).
Since I've done methods before, I'll use that as an explanation. The break down for sac marks is 10-40-10-20-20
Say if you got 64% for all.. (note that at my school we round to nearest integer)

As you can see, your overall mark is still out 64/100
However, if you had "bombed out" in one sac, then the result is different depending on how much the sac is worth. Eg if you got 10% on Unit 3 SAC1, you would get 59/100. But if you got 10% on Unit 3 SAC2, you would get 42/100... A much bigger impact.
So, it's the actual mark that you get that matters. It will also be moderated accordingly.
As for your second question from your pm,
also are the unit 3 sac results counted differently to unit 4
I'm not entirely sure. I asked my chemistry teacher, and he said that Unit 3 and Unit 4 sac marks are just combined, not separated like in past years. However, I'm not too sure if that's his opinion or what vcaa has been saying. Hopefully someone else can clarify, but I'm pretty sure that they're combined this year since no mid years.
