IT Question - What type of site would be used ?

What type of site would need to be designed for this design brief ?

'Currently they organise sharing and events by leaving notes on a community noticeboard at the local grocer. If anyone is new to the neighbourhood they are invited to leave a notice on the board with their photo, some information about themselves, and the things that they have to share. Some locals leave notices on the board about events they are organising, informing all street residents of the date, time and location of things like working bees, picnics and fetes. Others use it as a way of pointing out things of relevance to the residents, like stray cats or pending road works. Some people just use the board to meet others.
There are a lot of notices on the community board at the grocer and it is sometimes difficult for people to find the information they are looking for. Madison, who is relatively new to the neighbourhood, has suggested that if the street had a website instead of a physical noticeboard people would be able to quickly and easily search for residents, events and information. '

(In short)
It's a town who has a community board at their shops advertising events, picnics and other shit but they want to expand it by making a website so people have easier access. They would use Facebook but it isn't secure enough.

I am thinking either a closed forum or a blog ?

Closed forum. A blog usually only has one author.

I imagine that a forum would work well in this scenario.

Yeah, you're right :/ I put all my answers as a blog based off what it says in my book, which made it sound more like a blog.

'Blogs (web logs) are usually used to broadcast announcements to online communities. Blogs often feature regular diary entries, commentary and news. They usually also include pictures and links to interesting places on the web.'

I'll start changing it now, thanks :)
