Centralised vs Decentralised approach to ER

Hey everyone,

What would be some of the similarities between the centralised and decentralised approach to ER ?? The only things I can think of is that they both use awards (but to a different extent) and they both relate to terms and conditions of employment.

Any help would be greatly appreciated. :)
