The ACT Year 12 Certificate isn't called the HSC. You still receive an ATAR (calculated by the UAC, which covers both NSW and ACT) so it isn't different in that respect.

I don't know how it works completely either, but from what I've been able to glean there's a lot more flexibility given to schools. Subject selection works with a "major/minor" system, which basically means you cover more or less area of studies in some subject. This might make a bit more sense when you look at the curriculum documents for each subject http://www.bsss.act.edu.au/curriculum/courses

As far as I know, there aren't any external exams, all assessment (whether that be exams or what not) are marked by the schools, other than the ACT Scaling Test. You can kind of think this as kinda equivalent to what the GAT is but with a more important role: http://www.bsss.act.edu.au/years_11_and_12/act_scaling_test

http://www.det.act.gov.au/school_education/directory_of_schools/colleges_yrs_11-12_act_government might have some information too.

Quite a few of the public schools offer the IB too.
