I was accepted by my first preference in 2015 for study in 2016. However gave decided to take a GAP year.

As I applied for and received SEAS in my application --> FTB-A and B, will VTAC accept the old receipts from 2015? I am asking this as my family was removed from FTB-A and B benefits because I turned 18, so I can not prove more recent ftb for the application this year.

I will call VTAC tomorrow but am also curious if anyone else has had similar concerns.

Did you decline the uni offer, or just accept it and forget to defer? Because you might be in the uni's system still, I'd give them a call and find out.

I decided to take a gap year and completely alter my preferences from last year.

I'm just not sure what to do with FTB-A and B as my family no longer receives them because I am 18.

you might be able to keep your current evidence since it affected you when you were in Year 12, and you'll only have your ATAR when you apply.
Give VTAC a call

you're previous SEAS should be okay because it goes by your situation in yr 12, not your current situation.
