Not sure how to structure them, my teacher isn't either, which is lovely. I'm just assuming that it's similar to legal? Strength, weakness, evaluative conclusions?

Hi!

I'm doing HSC Economics, and that is usually how I structure my responses :) I would usually add 1-2 sentences at the beginning for describing the issue in question.

Hope this helps
Life is weird and crazy as heck but what can you do?

Cheers for that, it's new to the study design this year and I wasn't too sure  ;D

Evaluate questions specifically asks for arguments for and against, it is a bit like a discussion where you have to compare the negatives and positives of whatever the question asks for.

For example is the question asks for "evaluate the budgetary policy"

You need to answer by stating and comparing weaknesses and strengths of the budgetary policy - this goes for all other policies. Depending on the marks, you would need to know how many weaknesses/strengths you need to write
