How is this racist?
The use of 'swamped' has negative connotations of being smothered and drowned by the presence of "Asians". She also followed it up with:
"They have their own culture and religion, form ghettos and do not assimilate."
Use of 'they' to exclude, with emphasis of "culture [different from ours]", "religion [different from ours]" then cements this exclusion via her (elided and implied) use of inclusive pronouns to include "everyone who is not asian"
You also then have the blatant negative overtones of 'ghettos', and the implications of assimilation - conformity, fitting in, being accepted, etc.
If you take: "I believe we are in danger of being swamped by Asians. Between 1984 and 1995, 40 % of all migrants coming into this country were of Asian origin." on its own, however, it is not overtly racist - the use of statistics implies that it is supported factual information, so only 'swamped' hints at the racist comments that followed.
