Easy exams

Why are exams always easy if the subject is in the first year of a new study design?

E.g.
~ 2008 Chem
~ 2009 Physics
~ 2006 Methods
~ 2008 English (Lenient marking on creatives)
2009
~ Methods (Non-CAS) [48 --> 49.4]

2010
~ Spesh [50 --> 51.6]
~ Physics [50 --> 50]
~ Chem [43 --> 46.5]
~ English [46 --> 46.2]
~ UMEP Maths [5.0]

2010 ATAR: 99.90
Aggregate 206.8

I think because firstly, there wont be much material to practice with, and since its a new study design, they aren't sure on what to test.
2009: Accounting
2010: English | Methods (CAS) | Specialist Maths | Chemistry | Chinese SL
2011: Bachelor of Commerce/Engineering @ Monash

Pyschology has a new study design next year; i'll be in its first year :P
