What's this middle band thing?
and how do we apply for SEAS... does it apply to people who arrived in australia after 1998?

Mod Edit: Thread title changed to make the thread more clearer for future purposes.

As far as I know, middle band refers to the people who are below the "clearly in" score but above the "clearly out" score. So someone with this score may receive a course offer, depending on other circumstances, such as number of people rejecting offers etc.

SEAS requires you to fill out the SEAS application form and select what category you're applying under. Then it will be provided to each institution you apply to and they'll take it into consideration. I have no idea why it wouldn't apply to arrivals after 1998...are you a citizen?

If you're a citizen then you qualify, unless they've changed it since I went through. You apply after submitting your preferences through VTAC, there's a form to fill out and you have to provide any relevant supporting evidence/statements

This.  To be eligible for SEAS you must satisfy either of these two criterion:

1.  Have Australian or New Zealand citizenship OR
2.  Hold a permanent Australian visa.

I believe the SEAS category you would like to apply for is "Category 2: Non-English speaking background".  Depending on the institutions you apply for, each one has different criteria to determine whether or not you fit into this category.  For example, the University of Melbourne says:

Quote
Category 2 - Non-English speaking background

You are eligible for this category if you:

  • were born outside Australia in an non-English speaking country and
  • arrived in Australia less than six years ago (after 1 August 2003).

Application requirements for this category:

  • Personal impact statement is required - describe how your non-English speaking background has impacted on your education.
  • Statement of support is not required
  • Evidence is required - a certified copy* of your entry visa; and a certified copy* of your passport photograph page (if you have more than one passport provide a certified copy of each). Send both to VTAC with your personalised Access and Equity coversheet.

    * A certified copy is a photocopy of the original document which has the signature and the official stamp of one of the following people - barrister or solicitor, police, pharmacist, doctor, dentist, principal of school, justice of peace, clerk of court - indicating that they have sighted the original document. The copy must be legible and should be on white A4 paper only.
