Yeh of course. In today's definition of bullying in schools basically anything is bullying and feeling left out is bullying by society.
Seriously though, if a current definition of bullying was applied to society, basically everyone would at some stage been bullied and at some stage been the bully.

I think you have to have low self-esteem and confidence to be able to be bullied. Which kinda sucks as most girls have low self-esteem and everyone at one point in time feels really crappy and is open to be being bullied or whatever.
