Similar question in this year's ita exam. Make sure you know this for this year and next.
New headquarters are MAJOR decision a company can make therefore there needs to be a STRATEGIC decision here. From this, you can take out A.
The Human resource department = tactical. Therefore eliminates OPERATIONAL. This leaves the answer as C. It is not D -note the wording. No decisions made by operational.

You don't need to have done Units 1 + 2, though it may help.

I never did 1 + 2 personally and nor did most people I know who did IT:A this year. In fact, I've found that the ones who went direct to 3 + 4 tend to do a bit better (whether this is self-selection bias, I do not know).

Software: Database software (Access, Filemaker)
Hardware: Computer, barcode scanner
Data: Student name/details, book info (Title, author, genre etc.)
Personnel: Students, librarians, teachers
Procedures: Entering new book info into database, loaning out a book
