I'm not sure if a tetrad is a single chromosome, but if I had to guess I would say no. If a tetrad is 2 chromosomes, then there would be the same number of chromosomes in the parent cell during prophase I and Anaphase I. This is the case because meiosis I reduces the cell to be haploid. In mitosis and meiosis II, the two chromatids separate meaning that there are double the chromosomes in anaphase.  However, once the cell divides (in meiosis I) into the intermediate 2 cells, each new cell will only have 23 chromosomes.

Birds aren't mammals. Mammals belong to the class mammalia and birds belong to the class aves. Might be worth thinking back to year 11 bio where you did kingdom, phylum, order, class, ect.
