Switching to 2nd round offers?

What if people hold onto their 1st round offers, but then want to switch to their 2nd round offers. Does that mean their 1st round offer now has an eligible spot?
If so, how are we informed of this eligible spot? Will we be told on a later date?
Let's say someone has the course I want to get in as their 1st round offer, but then they wanted to switch to their 2nd round offer. Does that mean there's a chance I'm able to get in? How will I be informed of their swap?

Try ringing up the particular faculty for that course and if a free spot does exist you could make an irregular offer if you meet all the prerequisites.
