What does COMPARE actually mean??

On my task sheet that I got at the start of the year it said nxt to "compare"-looking at the similarities 'only' between the two topics. However, after doing exams and practice questions I have come to notice that most compare questions include a similarity and then a corresponding difference. Which is correct? When asked a "compare" question, how do I respond?

Nonononono!!!!! Annoying task sheet ;)

With 'compare' you HAVE to do at least one similarity and at least one difference. Completely doesn't have to be equal numbers of each, though. Chief Assessor says *cannot* receive full marks without at least one on each side, though (like in last year's VCAT vs courts).
[Update: full for 2018.] I give Legal lectures through CPAP, and am an author for the CPAP 'Legal Fundamentals' textbook and the Legal 3/4 Study Guide.

Yes, that's right, when asked to 'compare' you MUST include both similarities and differences!
