Are all the question relevant to the VCAA study design?
If not, how do you know which questions are necessary and others not?

Not all of the questions are relevant because the book includes topics from the study designs of every state in Australia. I think the introduction contains a list of topics relevant for the VCAA study design. Otherwise you can ask your teacher.

That's exacly why i'm asking :/ Since it does cover QLD, VCE(vic), WA and SA; I wouldn't have thought everything would be relevant.
I had a flick through the workbook, and the chapters say "VCE: UNIT 3:2" etc...but there are more than one chapters that say that.. So bits of info are scattered everywhere...
