"Further assessment is not available in all subjects. Faculties will publish a statement of whether or not further assessment is available in the Handbook or the subject outline for each subject and may specify conditions applicable to the further assessment."

For subjects that in rare circumstances do grant special assessment these are the reasons as seen in Section 15 of https://policy.unimelb.edu.au/MPF1026#section-3.16

From my knowledge any assessment above 15% of the overall subject has supplementary exams. Correct me someone if I'm wrong.

Generally, re-assessment/supplementary exams is only granted under extenuating circumstances as deemed by the board of examiners when you submit your special consideration application.

Hope this helps!
