Code of ethics vs Decision support framework

I'm a bit confused by the differences between these two, the responses given relating to both of them are quite similar in the examiner's responses and i'd like some clarification between them.

Both of these are techniques in resolving ethical dilemmas. Code of ethics are set of rules or guidelines that includes what is expected of the employees. These can assist employees when they are in a tricky situation with two undesirable alternatives. On the other hand, DCF are a series of steps taken to solve an ethical dilemma. The people involved are the stalk holders and they often use the code of ethics to resolve their dilemma. Hope that made sense.
