VTAC Offers System and preference

With course selection does the system try to get you an offer starting from 1st preference and then begin working it's way down.

MY PREFERENCES
1st  Info Systems (Applied) RMIT            65.40
2nd Info Systems RMIT                           56.00
3rd Associate Degree of Business RMIT  50.50

My ATAR 48.75
My SS-Middle Band: (28)English, (29) Business, (25) IT
Applied for SNAPS and SEAS Category 1

Now if I dont get 1st then do they try to get me 2nd; then if I cant get 2nd they they try to get me 3rd is that how it works and is done?

Yep that's exactly how it works. I'll also add that second round considers preferences higher than the one you got in the first round. For example, If you don't get your first preference, but do get your third preference in first round offers, you'd also be put up for consideration for a second round offer for your first and second preference.
