UoM Guaranteed Entry Bcom

Melb Uni has a guaranteed entry for applications who have an ATAR above 95 for 2014 (No SEAS).  Would it be possible for Melb Uni to renege on that guaranteed entry for eg. the amount of applicants who get above 95 exceed the number of available places?

The uni's always have the ability to accept/deny whoever the want. But it is so unlikely that places >95 would be filled, it's not even worth worrying about.
