Function of formal language?

What are some of the purposes that formal language is used? I understand what domains formal language is used (eg, legal, political, educational etc) but I can't explain how formal language is used to achieve it social function?
Eg, Why is Formal language used in laws?

The functions can be to persuade, inform, ceremony/ritual, entertain or instruct.
 The social functions can be to:
Create social distance or be polite.
Reinforce hierarchy, status and authority
Establish expertise (eg jargon, like law jargon which also increases in group solidarity)
Clarify, manipulate or obfuscate(hide the truth)
Promote social harmony and negotiate social taboos.
Fulfil negative politeness needs
