Method scaling?

Does anyone know what the scaling marks are based on?
Is it difficulty of exam or method cohort performance, looking at the VTAC Scaling reports the scaled scores are always changing by 1 or 2 each year.

Also since i am a year 11 doing methods, will my study score be scaled with the 2017 scaling report or next years? Just don't really understand this system that much yet.

Not sure how VCAA works out scaling... but with your second question, the study score is only scaled in the year you receive your ATAR, so for you it would be based on the 2018 scaling. :)

your study score is actually determined by the actual year you do it in i.e. you sit methods in 2017 you will get the same scaling as everyone else who sat the exam in 2k17 even if you graduate in 2018 or 2019.
