Why not buy one and try it for yourself? They help consolidate your learning as well as help you find your area of weakness, just like any other practice test.

The people that buy these type of things take initiative in their own learning and want to constantly improve. It's their determination to do better which is why they do well in SACs! Really any practise test you can get your hands on will always help you with SACs as their serve as a 'benchmark' and 'ideal' way to ask certain points in the study design. I suggest you buy one and give it your own opinion, the notes are definitely useful. ;D

They're used as a material like Checkpoints to ensure everything learnt is consolidated and can be applied in a test. And why don't you ask the people who use the ATAR note topic tests. Maybe they're dedicated and decided to take the time to scavenge for materials to further enhance their learning.

Help me out

You could try:

- doing more practice questions (especially exam-style ones)
- teaching others the content of the dot point (or if that's not available to you, "teach" a soft toy or something)
- creating concept maps to link ideas together
- creating summaries of your notes without looking at them, then comparing what you wrote to your notes

There's also a bunch of articles on studying, revising, and assignment preparation you could look at for ideas
