I'm not sure whether i need a 30 in English or a 25, when it says "at least 30 in English (ESL) or 25 any other English."
and let's say in a scenario when i need a 30 for english, and i receive a 31 but it gets scaled down to 29 does that mean i don't meet that prerequisite even though i got a 31 raw?

I'm no expert but I'm pretty sure that prerequisites are based of your raw scores. Scaling is only used in the calculation of your ATAR score
VCE 2010: Eng 42 | Legal 49 | Chem 37 | MM 34 | Indo SL 33 |
ATAR: 97.45

prerequisites should b raw

so i would interpret "at least 20 in English (ESL) or any other English." as u need 20+ raw

Exactly what Andy and Ryan have said.  Pre-requisites are for raw scores.  Scaling is purely done for the calculation of the ATAR.  So when you said:

"at least 30 in English (ESL) or 25 any other English."

It means that you need at least 30 raw for English or English ESL or 25 in English Language or Literature.

Actually I'm pretty sure its at least 30 raw for ESL only or 25 in English or English Language or Literature

Definitely raw score, but I would've interpreted it as: 30 raw required for ESL; 25 raw required for English, English Language or Literature.

Yeah its just like methods how they say you need a 25 in methods (either) meaning methods normal or cas
In this case if it were English AND English ESL it would also say 25 in english (either)
