It's not so much of a necessity, more of just a rule of thumb...
I mean I write ~15 words/line, which would vary greatly with others, but when you look at 1 mark for definitions, some definitions aren't even 15 words?
2010: Business Management [47]
2011: English [44]   |   Chemistry [45]  |   Methods [44]   |   Specialist [42]   |   MUEP Chemistry [5.0]   |   ATAR: 99.60
UMAT: 69 | 56 | 82 | = [69 / 98th Percentile]
2012: MBBS I @ Monash

eeehhhh. nah.

DW about lines really, just make sure you explain the points properly but without waffling on. I mean for a question like outline the three elements of operations i go
1)blah blah
2)blah blah
3)blah blah

Instead of writing on paragraph.

There is nothing about any specific line rules and mark allocations in the study design.
Most of the mark allocation in the examiners marking guide centres around "significant elaboration, or 2 strengths/weaknesses etc.", depends on the question. It is important to always write as much as you can in the Business exam.
