Can you add new courses in the change of preference period? and if you do, will it affect the probability of getting into that course?

Adding a new course during change of preference is like adding a new course when you first applied.  There's no advantage or disadvantage.

Actually, the only disadvantage I can think of is that after you get your results and decide to add a course for which you have not met the pre-requisites, then I think that would be a disadvantage because then you are wasting a preference spot.

that's OK then, i meet all the prerequisites for the course. if there's no difference then, why isn't the VTAC website open all the time?

Because Vcaa/VTAC are "poos" who set a date so that when people go over it .. they gotta pay MORE MONEY to apply .
