Im starting methods next year and are we allowed comb-binding of our notes down at officeworks as a bound reference? My maths teacher was skeptical and vcaa doesn't say much about it in the exam navigator booklet

Yes.
My school preferred that it was 'professionally' done by them, rather than having homemade stickytaped or sewn bounds.

Yeah it's fine to use that, and it' really cheap aswell.
