commerce/engineering course map question

I've had a look at this recommended course map commerce/engineering and I'm confused on the units they have chosen for their first year. It shows 4 commerce units and 4 engineering units in the first year but reading from the commerce/engineering handbook, "for all engineering branches of study, students must complete six units (36 points) of engineering".  Correct me if I'm wrong but how is it possible for the course map to have 4 commerce and 4 engineering units if we are required to complete 6 engineering units?

most people, or all people, do 6 eng units + 2 comm units 1st yr
