http://en.wikipedia.org/wiki/Network_operating_system

the examples say
6WINDGate, 6WIND software packages that turn Linux distributions into routers' control plane and data plane.
Cisco IOS (formerly "Cisco Internetwork Operating System") is a NOS having a focus on the internetworking capabilities of network devices. It is used on Cisco Systems routers and some network switches.
BSD, also used in many network servers.

But i'm not sure if they are main ones?

Don't forget Linux too. Just depends on how you compile and deploy it.

The key difference is the operating system must be designed specifically to monitor and manage the flow of data packets across the network.

This will exclude desktop variants of Linux and Windows.
