External issue = contemporary issue?

When incorporating an 'external issue' into a context response, does it have to be a recent issue or could one use a historical issue?

Absolutely anything really. However, in most cases, try and keep it relatively well known as it saves you a bit of explaining, and will seem more significant and weighted as a piece of evidence.
