Hypothetically speaking:

If I completed one year of uni in 2010, would I nevertheless still be able to use my 2009 ENTER ATAR to re-apply for courses, through VTAC, for 2011 entry?

Yes. But they would also look at your uni transcript because you wouldn't be a 'high school leaver'.

Thanks, eriny. Assuming that PhB is the awesomeness and I don't phayle, I won't need to worry, but it is reassuring to have a backup plan.

I'm guessing that 1st year uni transcript would have a higher weighting than 2009 ATAR?

For the majority of cases, Your ATAR and your first year university results will be weighted equally. This doesnt apply to your question but i thought it might be useful anyway, if you withdraw before a certain date and receive WD(withdrew without failure) you will be considered for entry only on the basis of your tertiary entrance rank.
