In 2005 he voted to block Bush's version of the Act. He also cosponsored a bill, the Security and Freedom and Enhancement (SAFE) Act of 2005, which amended the PATRIOT Act to safeguard against privacy violations.
In 2006 he voted
for a Reauthorization Bill which included 3 changes designed to prevent abuse of authority by law enforcement, including wiretap provisions.
These aren't the acts of someone determined to remove the Patriot Act altogether, but merely to strengthen the tools that law enforcement needs in today's security climate, while preserving civil liberties - i.e. to establish a
balance.
