Wow coincidence, I was just hanging out on the vicroads site looking at booking times, etc. Earliest date to book in the SE suburbs is 1 April :| :| :| and even those booking times are restricted from 8-10 in the morning and no weekends.
When I get sad, I stop being sad, and be AWESOME instead. True story.

If you have one, ask your driving instructor. Mine told me to go to Warrigal.

When in a school zone, and OUTSIDE the 40km/hr speed time (say like 10am) is the speed limit 50?

It's the original speed of the road.

If it's in residential roads, yes - 50.  Otherwise:

It's the original speed of the road.

The school zones near where I live is hilarious, same road, same normal speed limit, two different schools (about 2kms apart), two different school zones.

Normal - 70km/h

Haileybury - 40km/h

Beaconsfield Primary - 60km/h
