Only in China can an idea as crazy as this be realised, because only in China can the traffic office tell drivers to 'take a hike' if they want to complain. Not a bad idea though, and with enough enforcement, it could be very interesting.

168km of routes are already planned, and construction starts end of this year. Looks like we're finally getting some futuristic looking vehicles on this planet :D
