Maybe in the future, but I don't think it is that vital for most of the world right now in their daily operations. What the internet brings is certainly a good thing, and I would like it to be spread around the world (if people want to use it), but there are far more pressing issues to deal with pertaining to upholding human rights as they exist currently, making sure people have access to food and clean water, ending child slavery, etc.
There is something jarring to me about thinking of the internet as a human right because it seems much less important than the right to not being a slave or the right to education, etc. But as I said, maybe in the future the place of the internet will change to make it vital to more people.
But even then, I don't think it necessarily has to be a high speed broadband connection.
