Oh, and yes I can't enroll in labs for RBP. Perhaps I misread? I could have sworn it said both were available. Not that it matters, Gimme anatomy.

As you can see, it says more places are released on the 9th for certain quota subjects. I'm guessing this is because some students are still waiting for confirmation that they've been accepted into their quota subjects - the ones who didn't enroll in second semester at the start of the year. So they're waiting for those guys so that everyone has an equal chance of a good timeslot.
