umm, luffy, a guy who went to our school last year got 60/60 for his exam, just saying

YES, if you're two standard deviations from the mean, you are ranked SOLELY on your exam scores, but to have that privelage, you MUST first be in that group of 2 standard deviations from the mean (ie 45ish+)
this means that those who get 46 to 50 are differentiated solely on their exam score, ie a person who gets 50 WILL DEFINATELY have a higher exam score than one who gets 49, but you won't be a part of that group in the first place if you don't do well in sacs, its just that for the sake of ranking those ALREADY IN THAT GROUP - sacs are discounted
