So we have to wait for the phone call to see if we're eligible? is there a list of requirements or whatever available?

Definitely sign up for an expression of interest regardless, the absolute cutoff is not tomorrow, it's just that things may change/the wait may be quite long after tomorrow.

So with the 'scholarship', these courses are effectively free, is that correct?

I'm fairly sure I submitted my details in the form a couple of days ago, no call as of yet! Is Tim working on this enrollment stuff today?

EDIT: nevermind, just got the call from him! TIM IS FANTASTIC.

This error has come across before, you actually have been registered and your information has gone through (if you try re-entering your data, it will not let you). It happened to another person but they ended up receiving a call as well.

If anyone is still doing their forms but doesn't have a scanner, this is a great free online PDF editor - you can fill out your forms on your computer and send them

Downside - you have to draw your signature in paint and it makes you look intellectually challenged, but I'll take that over having to purchase a scanner
