I got a 97.10 which is well below last years cutoff for BBioMed with 98.45. It'll likely be lower this year as the SEAS score has been raised, which supposedly drops the regular score, but I don't think I will get in on my first round of offers.

Instead, I'll probably get a place at Monash. I want to do BBioMed at Melbourne, and I would take a second round offer there over Monash.

So what should I do if I get my course offer and it's to Monash because I missed the Melbourne BBioMed cutoff? Decline it and hope for 2nd round offer?

What happens if I decline it? Will I get another 2nd round off to BBioMed at Monash even if I've declined that?

I'm pretty sure everyone is advised not to decline a first round offer, ever.

You should look into irregular offers, that might be your best bet.

Rule number 1:  Accept every offer.  Why?  Because.

Also, if you are not a SEAS (Access Melbourne) applicant, then there is no chance of receiving a second round offer for UoM.

OK, so the answer is DON'T decline. You may ask, "but if I accept it i won't be considered for round 2." Not true. If you accept a 1st round offer (unless its your first preference) you will always be considered for future offers. If you get a 2nd round offer higher in preferences, you can then accept that and then cancel your acceptance with your 1st round.

With Melb though, you HAVE to be SEAS in order to get a 2nd round offer.

So if I don't get into UoM BBioMed 1st round, then it's all over red rover?

If you want to go to Melbourne over Monash, you can always just do a science degree. Biomedsci at Monash is not the equivalent of Biomedicine at Melbourne fyi
